Coverage

What this dataset holds, and what it does not

This page exists so that a determination on this site can be checked, not just trusted. It renders the same counts the product itself uses, live from the compiled data, rather than a marketing description of coverage.

Compilation method

The primary source for the nationwide permit terms is the Federal Register final rule text itself: 91 FR 768, published 2026-01-08, effective 2026-03-15. Every permit title, summary, acreage limit, PCN requirement and general condition on this site traces back to that document. The document itself is linked from every page that cites it: 91 FR 768 - Reissuance and Modification of Nationwide Permits (final rule, 8 Jan 2026).

Compilation means a human or an agent read the relevant page of the final rule and transcribed the value into the dataset with the source URL attached. Nothing on this site is generated by summarising the rule from a general-purpose model's memory of it, and nothing is inferred by pattern-matching from other permits. A value that has not been read this way is left as null and rendered as an explicit gap rather than a guess.

Live coverage matrix

Coverage areaCompiledNote
Nationwide permits titled and summarised57 of 57Every active permit in the 2026 set has a transcribed title, summary and PCN rule.
Nationwide permits with a compiled acreage or linear foot limit20 of 57The remainder carry no acreage or linear foot limit in the final rule text, or are self-limiting by activity type rather than by a stated number.
Districts with compiled regional conditions0 of 38Zero, deliberately. Regional conditions are published separately by each district and have not been transcribed into this dataset yet.
States and territories with compiled 401 certifications0 of 54Zero, deliberately. Section 401 water quality certification documents are a separate research task per state and have not been done yet.

Verified versus verify

Every regulatory value in this dataset carries a confidence flag, and it renders as one of two chips. verified means a human or an agent actually read the value on the cited page of the Federal Register final rule and transcribed it. verify means the field holds a placeholder, an estimate, or a value pending confirmation, and the interface says so rather than presenting it with the same weight as a verified figure. There is no third state that lets an uncited number render as if it were settled law. If you see a verify chip anywhere, treat that specific figure as unconfirmed and check the underlying source before relying on it.

What we do not yet hold

  • District regional conditions. Every district record in this dataset carries conditionsCompiled: false. Each Corps district can add, restrict or waive nationwide permit terms within its own boundary, and those conditions are not transcribed here. A determination on this site is a federal-level result only; check the relevant district office directly before relying on it.
  • State and tribal 401 water quality certifications. Every state and territory record carries certificationCompiled: false. See the 401 certification guide for what this layer does and why a state can still block or condition an otherwise eligible nationwide permit.
  • General conditions beyond general condition 32. The pre-construction notification process, general condition 32, is compiled in full. Other general conditions referenced by name elsewhere on this site, such as endangered species and historic properties review, are not yet transcribed as standalone records.
  • Individual permit processing detail. This site holds nationwide permit terms only. It does not hold individual permit timelines, fee schedules or district-specific processing data; see the nationwide versus individual permit guide.

None of these gaps are hidden behind a passing result. Where a determination depends on a layer we have not compiled, the result says so and points to where the real answer lives, rather than presenting silence as a clean bill of health.
