The only signature requirement (Part 9.2.7/11.7) is that the SWPPP/NOI be signed by a 'Legally Responsible Person' — a corporate officer, general partner/proprietor, or public-agency official — a signatory/liability role tied to project ownership, not a technical-preparer qualification. Stated expiration was August 1, 2025; per the permit's own Part 3.10.8 it is administratively continued past that date until reissued, and no reissued text could be located, so this should be rechecked once WDEQ publishes a new LCGP.
