Plan before Notice of Intent
You must develop a SWPPP consistent with Section 7 before submitting your NOI for coverage under this permit.

Idaho
Idaho issues its own construction general permit. We have read Idaho Pollutant Discharge Elimination System (IPDES) Construction General Permit for Discharge Activities, Permit No. IDR100000 and list below the requirements we could cite to it, with the scope limits stated plainly. Screen your own acreage further down.
Who may prepare the plan
No preparer credential foundNo preparer credential was found for Idaho. On what we have verified, a generated plan can be adopted by the operator without a credentialed signature. Local ordinances can still be stricter than state law.
No named or licensed credential is required to prepare the SWPPP. The permit only requires that site inspections be conducted by personnel who completed the EPA construction inspection course and exam, or hold an equivalent current inspection certification, or work under someone who does — an inspection-competency requirement, not a preparation credential. 'Qualified Person' is a self-attested knowledge/skills description, not an exam-based credential. A PE stamp is NOT generally required; the only engineer-specific requirement is narrow and scenario-based (attesting a licensed engineer designed any chemical treatment system the operator elects to use), and does not gate general SWPPP preparation.
Coverage trigger
The project disturbs 3 acres, at or above the 1 acre threshold, so it needs permit coverage.
The trigger people miss is the second one. A half acre lot inside a 40 acre subdivision is covered, because the larger common plan of development or sale is what counts, not the lot.
Worked for a three acre site with the receiving water unconfirmed. Each line says why it attached to this site rather than in general. Check the notes above for the site sizes this permit does not cover.

At least 14 calendar days prior to commencing construction activities.
Why this applies here: This is the deadline for a new site. A transfer to a new operator or an emergency related project has a different deadline.
At least 14 calendar days prior to commencing construction activities.
You must submit an NOT within 30 calendar days after any one of the conditions in Section 8.2 occurs (e.g., final stabilization achieved, or transfer of control to another permitted operator).

At least once every seven calendar days
Why this applies here: You have not confirmed whether the site discharges to an impaired or high quality water. If it does, the increased frequency applies instead and this answer changes.
At least once every seven calendar days; or
Once every 14 calendar days, and once each day that there is a discharge from your site to a water of the U.S. from a storm event of 0.25 inches or greater of rain.

A person knowledgeable in the principles and practice of erosion and sediment controls and pollution prevention, who possesses the appropriate skills and training to assess conditions at the construction site that could impact storm water quality, and the effectiveness of any storm water controls selected.
Why this applies here: This is why Basinwise cannot perform your inspections. The permit requires a trained person physically on the site.
Qualified Person – a person knowledgeable in the principles and practice of erosion and sediment controls and pollution prevention, who possesses the appropriate skills and training to assess conditions at the construction site that could impact storm water quality, and the appropriate skills and training to assess the effectiveness of any storm water controls selected and installed to meet the requirements of this permit.
The requirement to initiate stabilization immediately is triggered as soon as you know that construction work on a portion of the site is temporarily ceased and will not resume for 14 or more days, or permanently ceased. "Immediately" means as soon as practicable, but no later than the end of the next business day.
Why this applies here: This applies at both land disturbance amounts.
The requirement to initiate stabilization immediately is triggered as soon as you know that construction work on a portion of the site is temporarily ceased and will not resume for 14 or more days or as soon as you know that construction work is permanently ceased. In the context of this provision, "immediately" means as soon as practicable, but no later than the end of the next business day, following the day when the construction activities have temporarily or permanently ceased.
Complete the installation of stabilization measures as soon as practicable, but no later than 14 calendar days after stabilization has been initiated.
Why this applies here: The project disturbs 3 acres in total, which is at or below five, so no phasing is needed for the 14 day deadline to apply. Above five acres open at any one time it shortens to 7 days.
Complete the installation of stabilization measures as soon as practicable, but no later than 14 calendar days after stabilization has been initiated.
by the close of the next business day
When the problem does not require a new or replacement control or significant repair, the corrective action must be completed by the close of the next business day;
When the problem requires a new or replacement control or significant repair, install the new or modified control and make it operational, or complete the repair, by no later than seven calendar days from the time of discovery.

Provide and maintain natural buffers and/or equivalent erosion and sediment controls when a water of the U.S. is located within 50 feet of the site's earth disturbances.

Within 24 hours of identifying the corrective action condition, document the specific condition and the date and time it was identified.

You must retain all inspection reports for at least three years from the date that your permit coverage expires or is terminated.
Why this applies here: The clock runs from permit expiry or termination, not from when the record was written, so on a multi year project every record stays live for the whole project plus three years.

This is EPA's list, from the 2022 Construction General Permit. It does NOT govern in Idaho, where the state issues its own permit and sets its own contents. It is here as a shape to expect, not as the requirement you will be held to.
Read the permit itself at the source document.
Idaho issues its own construction general permit, and we have read Idaho Pollutant Discharge Elimination System (IPDES) Construction General Permit for Discharge Activities, Permit No. IDR100000. The requirements listed on this page, such as inspection frequency, who may inspect, stabilisation, corrective action and record retention, are cited to that permit rather than to EPA's. Anything we have not transcribed is left out instead of assumed to match the federal rule, and the scope note on this page says which sites the permit does not cover. Confirm the current permit and any site-size variant with Idaho Department of Environmental Quality (IDEQ), Surface & Wastewater Division, IPDES Program.
