Maine issues its own construction general permit. We have read Maine Construction General Permit (MCGP) and list below the requirements we could cite to it, with the scope limits stated plainly. Screen your own acreage further down.
Who may prepare the plan
A credentialed preparer is requiredMaine requires a credentialed preparer. Treat the generated document as a complete draft for that person to review, adopt and sign. It is not by itself a compliant filed plan.
Qualifying routes
No acreage threshold gates this requirement — Part III.A applies it to any covered construction activity (1+ acre disturbed, or part of a common plan of development/sale ultimately disturbing 1+ acre), not just 'large construction activity' (5+ acres, which only adds Appendix D SWPPP content requirements). Confirmed no PE stamp/seal requirement anywhere in the permit: a full-text search of the permit body found zero occurrences of 'professional engineer,' 'P.E.,' 'licensed engineer,' 'seal,' or 'stamp.' A separately Department-certified Resident Inspector is also required (Part II.Q).
Coverage trigger
The project disturbs 3 acres, at or above the 1 acre threshold, so it needs permit coverage.
The trigger people miss is the second one. A half acre lot inside a 40 acre subdivision is covered, because the larger common plan of development or sale is what counts, not the lot.

The SWPPP must be submitted together with the NOI as part of the same submittal package; construction may not begin until both are approved or deemed approved after 14 calendar days.
Submit NOI for obtaining coverage under this general permit. Submit a SWPPP meeting the standards in Appendices A-D of this general permit.
Construction may not begin until the NOI is approved or 'deemed approved' 14 calendar days after DEP receives it. Emergency-related construction: complete NOI must be submitted within 30 calendar days after commencing activities.
Why this applies here: This is the deadline for a new site. A transfer to a new operator or an emergency related project has a different deadline.

Submit NOT within 30 days of completion of permanent stabilization, or within 30 days of obtaining alternative MEPDES coverage.
The operator shall submit a Notice of Termination (NOT) on a form provided by the Department within 30 days of the completion of permanent stabilization or within 30 days of obtaining coverage under an alternative MEPDES permit.
Inspect disturbed areas, controls, and storage areas at least once a week, before and within 24 hours after a storm event, and prior to completing permanent stabilization.
Why this applies here: You have not confirmed whether the site discharges to an impaired or high quality water. If it does, the increased frequency applies instead and this answer changes.

Why this applies here: The clock runs from permit expiry or termination, not from when the record was written, so on a multi year project every record stays live for the whole project plus three years.
