Who may prepare a stormwater plan in Kansas
Kansas requires a credentialed preparer. A plan generated here is a draft for that person to review, adopt and sign.
The answer
Credential requiredKansas requires a credentialed preparer. A plan generated here is a draft for that person to review, adopt and sign.
Credentials that qualify
- Kansas-licensed Professional Engineer (PE)
- Kansas-licensed geologist
- Kansas-licensed architect
- Kansas-licensed landscape architect
- Certified Professional in Erosion and Sediment Control (CPESC)
Every SWP2 (SWPPP) covered by this permit must be developed and prepared under the supervision of one of: a licensed Kansas PE, geologist, architect, landscape architect, or a CPESC — no acreage-based exemption or tiering exists in the permit text, so this applies uniformly to all sites the permit covers. A PE stamp is not independently required — PE licensure is only one of five equally valid qualifying routes. Part 6.1 separately allows continued use of the prior permit's SWP2 Plan for up to 18 months after this permit's effective date before this credential requirement kicks in for any modification.
What this means for a generated plan
Where a credential applies, or where we cannot confirm that none does, treat a generated document as a complete draft for a credentialed preparer to review, amend and sign. It is not by itself a compliant filed plan, and ours says so on its face.

What people ask about preparing a SWPPP in Kansas
Do I need a qualified preparer for a SWPPP in Kansas?
Kansas requires a credentialed preparer. A plan generated here is a draft for that person to review, adopt and sign.
Does a professional engineer have to stamp the plan in Kansas?
Practice act citations are routinely overstated on this point. A PE stamp is not required as a general matter in most states with no preparer gate, and where we have not verified it we will not assert either answer. Confirm with the state board or the permitting authority.
