Qualifying routes
RI's primary erosion-control deliverable is a Soil Erosion and Sediment Control (SESC) plan, not a 'SWPPP' (a separate Stormwater Management Plan / O&M plan covers post-construction requirements; a stand-alone SWPPP is optional at the 1-5 acre tier). Gating is acreage-tiered: under 1 acre and not part of a larger common plan needs no coverage; 1 to under 5 acres requires an application but a stand-alone credentialed SESC plan is optional (details can appear on the site plan set) unless DEM's Director requests one; 5 acres or more requires a full Stormwater Management Plan including a stand-alone SESC plan that must be stamped by one of the four routes above. A PE stamp is commonly assumed mandatory here but is not — CPESC, CPSWQ and RLA are equally valid non-PE pathways, with PE required only when the plan's content specifically requires the practice of engineering. No RI-specific state training course (comparable to Alaska's AK-CESCL) was found; all qualifying credentials are third-party/national certifications or state professional licenses.
